Mr. Alex J. Johnson
CEO

Alex J. Johnson established JB Management, Inc. in 1990 with the purpose of providing support to the US Military. He has been the CEO for the company since its inception and has overseen its development grow to include core competencies in Information Operations, Systems Engineering, Logistics Service Support, Software Development and Integration, and Field Representative capabilities both overseas and in the United States. Under his tutelage, JB Management has a remarkable eight year record of solid revenue, profitability and personnel growth.

Mr. Johnson holds a Bachelor degree and Master of Science degree from Southern Illinois University where he was a faculty member for 4 years. He also holds a Master of Arts Degree in Management from Central Michigan University and completed the Penn State Executive Management Program. He is a graduate of the Army Command and General Staff College and the Industrial College of the Armed Forces.

Colonel Johnson served two tours in South Vietnam and multiple tours in both System Acquisition and the Field Artillery. During his career, he was instrumental in the development and fielding of the Army's mortar and artillery locating radars, and a moving target radar system that eventually led to the development of the Joint STARS, used throughout the Desert Storm conflict.

Colonel Johnson completed a distinguished career of some 28 years as the Program Executive Office (PEO) Intelligence and Electronic Warfare. An OCS graduate, he is a member of the Field Artillery OCS Hall of Fame. He resides in Burke, Virginia.


MG (R) Leo J. Baxter
COO

Leo J. (Lee) Baxter is a native Minnesotan who departed active military service in 2000 as an Army Major General. MG Baxter joined JB Management Inc. in 2005 as the Chief Operating Officer.

An adopted Oklahoman, he subsequently served as Vice President of Cameron University, as a market President for BancFirst, one of Oklahoma's largest banking institutions and as Vice President of Communication Technologies, Inc., in Chantilly, Virginia. Additionally, General Baxter founded Signal Mountain Associates, Inc., an Oklahoma company, which provides consulting services in business development and marketing to a wide variety of defense and training management companies across the United States.

General Baxter's military career revolved principally around command assignments in Europe and the United States. He also served in Israel, Egypt and the Sinai desert as a United Nation's peacekeeper. His career culminated as Commanding General of the US Army Personnel Command and then Commanding General of the United States Army Field Artillery Center and School at Fort Sill, Oklahoma. He has authored many articles on field artillery and fire support, training management and organization development.

General Baxter has served the State of Oklahoma on numerous boards and commissions. He was appointed by Governor Frank Keating to membership on the Board of Directors of the Oklahoma State Board of Career and of Technology Education and serves as a member of the Board of Trustees of the Oklahoma Council of Public Affairs. He is the International President of the United States Field Artillery Association.


Mr. Harry B. Gibb
President

Harry B. Gibb was born in Birmingham, Alabama. Upon graduation from Auburn University, Auburn, Alabama, in August 1969, he was drafted into the U.S. Army. After completing Engineer Officer Candidate School (OCS) at Ft. Belvoir, Virginia, he was commissioned a 2d Lieutenant in the Ordnance Corps in July 1970. He served on active duty for 31 years, retiring as a Colonel in August 2000. Upon retirement, he joined JB Management, Inc. (JBM), a privately held Service Disabled Veteran Owned Small Business in Alexandria, Virginia. His primary job in the company was proposal development where he was instrumental in writing winning proposals for the company’s primary business endeavors. In 2002, he was appointed to the JBM Board of Directors and in 2007 made the JBM Executive Vice President. Effective 1 January 2008, he assumed the duties as President, JBM.

Colonel Gibb served 31 years as a career Army officer. He served in Thailand, France, Germany and several Army posts within the United States. He commanded Army logistical units at the company and battalion level. He was also a U. S. Army European Foreign Area Officer (FAO) specializing in France. He served in the Office of the Defense Attaché in Paris, France, the US Army Support Command, Sattahip, Thailand, and two 4-year tours in Germany in the 21st Support Command, Kaiserslautern, Germany. He also served in the 67th Maintenance Battalion, Ft. Benning, GA, the 1st Support Battalion, Ft. Polk, LA and U.S. Army Special Forces Center and School, Ft. Bragg, NC. In addition to field assignments in the United States, he served two tours of duty in the Pentagon, first as the Chief, War Reserve Planning in the office of the Deputy Chief of Staff, Operations (G-3) and later as the Chief, Regional Programs for the Deputy Under Secretary of the Army, International Affairs. As the Chief, Regional Programs, Colonel Gibb was responsible for investigating and resolving international issues associated with illicit and illegal technology transfers.

Colonel Gibb has a BA Degree in Business Administration from Auburn University and a Masters of Science in International Relations from Troy State University. He also attended Harvard University’s School of Government program in International Security, the Defense Language Institute—French, the US Army Foreign Area Officer School and is a graduate of the Industrial College of the Armed Forces.
